If you are the one who is planning to apply under NOC 2173 for SINP then please note that this NOC is regulated in Saskatchewan. There is a license requirement either from CISP or APEGS.
NOC 2173 refers to Software Engineers and Designers. Which has two different things, 1. Software Engineer 2. Software Designer. If you have a qualification which has an engineering term in it for e.g Bachelor of Engineering , Computer science or Bachelor of Technology , Computer science and Engineering then in that case you have to go to APEGS. Otherwise if you have done any non Engineering course for e.g BCA, BCS, MCA then you have to go to CISP.
That is the whole reason you will see in CISP licensing requirement mentioned that Computer Science Engineering courses are not eligible because they have get their licensing done from APEGS.
Also, if you check APEGS site Computer Engineering is listed there.
In Saskatchewan, Engineering profession itself is regulated ,that could be Computer Engineering or Electrical Engineering. One need to take that license if intended to work against some specific NOCs.
