It is possible. Upon further review and if member has even one question to ask, it turns to less complex with hearing.
It is very rare to get offered approval without a hearing. Usually you are told you are approved without needing a hearing outright or you are scheduled for a short hearing and then told that you got approved without needing a hearing. You can get told that you are being considered as a less complex case and then be told you are approved without a hearing but that is a different scenario.
