The rules for retaining your PR status haven't changed. You still need to live in Canada for 2 out of every 5 rolling years to keep your status.

Working outside of the country is not accepted as a reason for failing to meet the residency requirement.

It depends. It might or it might not depending on the company and how you were sent abroad.

If you are hired by an established Canadian company for a job in Canada and then sometime later (months, year), you are asked to take a position with them overseas, then probably yes.

If a Canadian company immediately hires you for a job overseas then probably no.

If it's a small company that you started either yourself or with your friends and you later move overseas, then no

If you start your own company, then you definitely will NOT be able to count the time you spend outside of Canada towards your PR status. Too many people were exploiting this loop-hole as a means of staying outside of Canada without losing their PR status and CIC shut this option down quite some time ago. If you try to claim this time towards your PR status, CIC will say the company was established for the primary purpose of maintaining your PR status and will deny your request to count these days as time spent in Canada.

It's not so much the size of the organization as how well established it is. If you are hired by a real, existing company in Canada with real Canadian operations (rather than a company that you / your friends created) and you are hired for a job in Canada - then several months later for business reasons you are moved to a position outside of Canada - you should then be able to count the days.

But definitely forget about creating your own company or one with your friends - it won't work. CIC caught on to this trick a long time ago.

What are the best possible options available apart from being hired by the local company
You are, as we say here, "barking up the wrong tree". There is no realistic way that you are going to make the "employed by a Canadian company" exemption work for you. You will just have to comply with the residency obligation requirement.

The best possible option is to actually meet the residency requirement by living in Canada for 2 out of every 5 rolling years.
