Kindly advice why CIC have accepted 4,565 applicants out of 11,544. What could be the reason.

4565 applications are confirmed and complete while 11544 are counted in CAP and they are checking whether these applications are complete or not

The 11,455 are applications that are already accepted. The 4,565 are applications that have passed completeness check but awaiting PER.

if charged PER should come, right?
