Hey guys
just got an email from CELPIP saying that CIC is about to change language requirement for Language test. Looks like starting June/July they will require only Listening and Speaking portion for immigration:
Paragon Testing Enterprises has been tracking the proposed changes to the Canadian citizenship requirements. If approved, this may lead to an increase in applications for Canadian citizenship, which will lead to increased demand for language testing. Paragon believes that the changes to Canadian citizenship requirements will come into place in June 2016 or shortly after.

In anticipation of the increased demand, Paragon is working on increasing test sittings across Canada for the CELPIP-General LS Test. The CELPIP-General LS Test is accepted by Immigration, Refugees and Citizenship Canada (IRCC) as proof of listening and speaking proficiency for Canadian citizenship. However, to avoid any potential long wait times in June and/or July 2016, we encourage those planning on taking the CELPIP-General LS Test to take the test earlier.


Is it true? anybody else here heard anything about that?

No idea. Only CIC has to confirm.

The message here is just telling you "Go take your test before it becomes more crowded and you wait more". PR application rules are not mentioned. These are about Citizenship.
 
Yeah I know, but they won't advertise it without reasonable ground. This also was in the email :

CHANGES TO THE CANADIAN CITIZENSHIP ACT

AIMED TO BE PASSED IN JUNE 2016


looks like, at lease, they try to improve something

Don't know if it's true, but note that a change for the language test requirement for Citizenship does not mean the requirements for PR will also change.
 
This change is only for Canadian Citizenship. It doesn't apply to Express Entry (like the subject of your post suggests).

Agreed. Citizenship is different than Express Entry (Permanent Resident)
 
Do I have to take language test again for citizenship if I already did for Express Entry?

now it's more clear :D

However, I still don't understand why people have to take language exam for Citizenship if they already passed that exam for PR. Anyhow, it's more philosophical question rather than informational.

Yes, it is only for Canadian Citizenship. EE is for PR. To apply for PR, all listening, speaking, reading and writing will be evaluated.
