Happy Sunday all- asking for a friend

My friend is near his Express Entry PR application completion, currently at Biometric phase. I would be grateful if someone can tell me if he can land in Quebec and do all the PR paperwork in Quebec. His intention is to stay in QC for some time to meet with relatives before moving at a later point to Ontario.
Is he even allowed to land in QC as an Express Entry applicant ?

The issue would rather be about proving their settlement outside Quebec. If they can show Airbnb bookings, rental agreement signed, job lined up outside Quebec, etc -> not a lot for them to worry about. But, if their overall proof of settling outside of Quebec is a bit weak, that's a different story. The easier to do thing would be to fly to Toronto (if they hold a weak evidence), then go to Quebec and then go to their final destination back after their visit. Quebec's immigrant can be blunt and a bit too tough as well - landing in Toronto would be a better idea.

Biometrics is the initial phase. If they fly into Quebec but either fly or drive to Ontario that day or even a few days later not an issue as long as they have all the confirmed proof of travel, housing, secured jobs etc outside Quebec. If they show they have family ties inside Quebec there could be increased concern that they won’t leave the longer they plan on visiting. They need to get their PR card sent to an address outside of Quebec. These days there is more scrutiny so would always play it safe. They also should want to leave Quebec so they can sign up for things like health coverage.
