landing halifax instead of toronto

Is it must to land in toronto to complete the soft landing ?

In my COPR its given as destination city as Sydney,Nova Scotia.

is it possible to complete immigration formalities in Halifax instead of Toronto?

You can land at any international POE which is your first POE into Canada whether that is Halifax or Toronto doesn’t matter.

With PNP as long as can show if asked that you have onward travel to BC no reason why not given not always possible to get flights that do not transit some other city as the first POE.

If you can get to Halifax directly, I would say go there. I always found Halifax immigration much friendlier that Toronto. Just my personal opinion.
