Landing first time in Canada via road or flight

Hi we plan to make our first entry to Canada via USA. We wanted to ask if we can drive directly to Montreal for the same or will we need to take a direct flight to every Canada and initiate the pr card process.

Please help its urgent as we plan to go this month.

You can of course land and declare PR by road. The really busy road crossings around Niagara Falls will only land people outside their really busy periods, but you should be fine on the Montreal area crossings

To clarify, those particular border crossings will only process those who are flagpoling during certain times. Those who actually live outside of Canada are processed at any time.
