Is it compulsory to land on the airport/city mentioned on the PR?Can it be changed?Can we land in another city?Different from the port of entry?

You can land anywhere.

Other than fact that whilst COVID is around then international arrivals are directed only to Toronto/Vancouver/Calgary or Montreal for the time being. The only exceptions being flights from US, Mexico, the Caribbean, or Saint-Pierre and Miquelon which can travel to any Canadian airport..

Note if you have not applied for PR through Quebec then if you land in Montreal you probably need to be able to show onward travel out of Quebec in order to complete a PR landing at Montreal.
