Assuming that you were not nominated under a PNP, yes.

If however you have some implied commitment to the provincial government for the grant of Permanent Residence, be careful not to do anything that might demonstrate misrepresentation of intent to reside in the nominating province.

Some people have been known to apply for PR with a provincial government nomination to support the application and lie about their intentions.
One of the conditions for nomination is that you intend to settle in the nominating province.

They then immediately go elsewhere, sometimes with a prearranged employment. This is misrepresentation as they never really intended to settle in the nominating province.

Ah, it's with provincial nominee right? Quebec has intent to reside document but no particular period for how long. It's good to say that as qswp, is it ok to move/transfer to another province right? Thanks again

So once you become PR you can settle wherever you want.
But technically somewhere before you shall show your intentions to settle in Quebec. Because you are Quebec PNP.
So go to province and try to settle down and only if you see that is proves to be way too difficult to move on. Show your intentions to settle.
As technically (also no province did it much in the past), the province can also question your intentions demanding proofs of such. And especially fast move (within weeks), may show the opposite. So technically they can claim that you were not honest in your application.
There is no specific time to be deemed enough to show your intention. So use your common sense.

Just to let you know that there is something called “Mobility Rights”, section 6 of the Charter of Rights and Freedoms, a bill of rights entrenched in the Constitution of Canada.

This question is not really about mobility rights, it's about the possibility of a perceived misrepresentation, which is something quite different.

Charter Rights aren't much help if you are proved to have lied to obtain them...

Think about how you gonna explain to the visa officer when you renew your PR in the near future, if at that time you are outside Quebec.
