It's atlantic daylight time (-3) therefore now it's 10am there.

Yes. That is how I got my transcript from my university in India.

Every university has its own procedure. Take a look at this for BHU ( one of my friend used this to get sealed transcripts). Many universities has similar procedure (either they post or you go and get them).

Only original copy of the transcript should be sent.Do not send notorized copy.

I think my CC is charged. Just got a message from my bank about over seas transaction.

My application was recieved on 17th June under 0213. Good luck all.
