I don't think that NDVO has started issuing MR for pre June applicants, one of my friend who submitted file in June 2010got into in proces today .

I feel that they are putting all files into process and refusing few , once they have the data in hand of all the in process application. Then they will start issuing MR

true, seems they are bifurcating in dm's and ip's with date, by doing so then they may have a clearer picture for taking the numbers of application in coming month. They were also hiring temporary staff last month.

They definitely seem to be following some strategy now (rather since January 2012) , because they can do mass rejection once, not again and again. IF they do this mass rejection (pre 2008) they have to by hook or crook work on schedule to avoid files piling up again.
 
I pray to God Please They will do in favor of pre-june 2010 applicants.
 
I think, we all have to wait for more 2 months, as by july our fate will be declared.
New NOC will be out by july.
I just hope, we all make it through this tough time. Recession, frustration, suspense, waiting are making me constipated :-*
 
Our fate is decided by God and not by anyone else.

If canada is in your destiny, then you will go (even if you do want to go).....

Can you elaborate on the Waiting Letter that you received from your VO?
Well i don't get it that when do VO send that letter and what does VO mention on those letters..

Its a standard letter issued to many of them asking to wait for 6 to 12 months.

We should not contact them atleast for 12 months.

My letter dated was 25/4/2012 and i received on 19th May 2012.

All those cases are "In process" are getting that letter. Whose case are "Decision made" will get refusal letter.

As your case started processed on 15/5/2012, you can expect the letter within 2 to 3 weeks.

No, NDVO works differently from LVO.According to my knowledge, there are not any letter issued to any NDVO applicant.

Every Visa Office has plan to work. My Guess is that NDVO is working on first step. In this step they are taking decision on every file. After this they will move on second step. find out folks here whose ecase is not showing process date. When all pending files will finish then they will move on next step. Here is the Guess plan of NDVO for pre-june 2010 --
1. Jan,Feb,March -> Finalize All priority Applicants + Finalize pre-june applicants = use 25% Visa Quota.
2. April,May,June -> Pre-Process All pre-june applicants = Count Total Visa Required for pre-june = use visa quota ? not decided by Minister
3. July,Aug,Sep -> Finalize All priority Applicants + Finalize pre-june applicants = use 50% Visa Quota.
4. oct,nov,dec -> Finalize All priority Applicants + Finalize pre-june applicants = use 25% Visa Quota.

This is only my guess. My resources is consultant, immigration lawyer etc. I don't know how much this is correct. But According Today situation of NDVO, I may say; they follow this plan.

But do u have any solid source so that u predicted in such manner
