I haven't seen a single leaf moving in last two days now. Started my classes online and the time-zone difference thing has me wishing for ppr more and more.

Depends on VO and visa office load. If its Warsaw office then they don't take much time for ineligible applicant decision comes with in a month.

Why this happens?

Well I can't tell you exactly because I don't know your previous visa office and application country. But It happens and its normal when visa office has much load so they transfer your file to another visa office. Don't worry, your eligibility will start soon I.A.
