Am a structural engineer, how can I get a job offer from a Canadian employer?

You should assume it won't be possible. If you want to move to Canada, you should focus on qualifying and applying to immigrate through an economic immigration program like Express Entry.

This is typically not possible because employers have to go through a very long and expensive process to be able to give you a valid job offer as a foreign worker. This includes proving no Canadian could be hired for the role, paying a high application fee, submitting quite a lot of paperwork and then waiting months to see if the application will be approved or refused. The vast majority of employers are not willing to go through this process. It costs too much money and takes too much time - and there's no guarantee of approval at the end.

Being an engineer in Canada is a licensed profession but impossible to comment further without knowing what your qualifications are.
 
As Bs65 mentioned to work in Canada you need a license from the professional engineering authorities of the province. Look under international applicants at (for Ontario), The Professional Engineers of Ontario: http://www.peo.on.ca/ they will determine what courses you have to take.
