1. No, Quebec isn't taking part in express entry. The OP will require an approved LMIA and CAQ if s/he wishes to work in Quebec, or if s/he doesn't wish to work prior to PR will have have to apply under Quebec Skilled worker. http://www.cic.gc.ca/english/immigrate/quebec/apply-how.asp

But once you opt for express entry , you can settle in quebec as well
