I have a similar question here, too. I am a US citizen in New York who is also looking for a job in Canada as a java developer, but I have not applied for permanent residence yet. I still need to take the IELTS exam and need a job offer to increase my points.

Are you serious? What job you would get in Canada that you don't get in US? For IT, US is the best market in the world. Canada has a very small job market with too many people competing.

US companies try to outsource as much as possible overseas, but there often are contract IT jobs available. The pay is much better here when you are employed, but I am emigrating from here first in protest of Donald Trump and also to immigrate to a country with healthcare coverage for everyone and that is more open minded overall.
