I think go for 18 month one . BOWP may be only valid for one year . If you apply for BOWP now, you may not be eligible for 18 months later . No body what future brings to us.
When did you sent webform and can u please past full text of reply you got ?
Apply for New pgwp policy. BOWP is good for one year but new pgwp will be good for 18 months.
If somebody got BOWP for 1 year with running PR application paper based, do the CIC need to finish the pr processing before BOWP getting expired?

My friend ordered GCMS notes on April 21st, 2021 as he is waiting to get it. He applied from Canada.
He wants to apply again for GCMS notes now. Can he apply it again before receiving the 1st one?
He is going through his representative but he put his email to receive the notes. Hope his representative would not be informed about it as he always tells him don't do that.
