Finally I got my MP yesterday. Below is my timeline for your reference:
MPNP paper based inland with 1 dependent
AR: 24/7
AOR: 27/1
Upfront medical:l and submit webform: 26/2
MR: 1/3
22/4 called IRCC customer support hotline. Firstly, they didn’t find my meeical sheet. After some discussion, the agent found it and forwarded to the responsible visa office. Criminal check: started, security and eligibility: not started
MP: 29/4
Now, I will keep waiting till May/Jun. I am planning to order gcms note soon.

This is good timeline. There was little more wait from AR to AOR, but afterwards process is getting quicker. As per current trends and whatever we can see in the forums here, your this friend might get COPR within 1 to 2 months. Best luck to him.
