This portal is for people who are applying for non express entry Pr application. You have to register over there and then initiate your application and fill all the same forms you do for paper based application and upload to section in the portal and then submit payment receipt and submit application.

He is at 60% .. I think on Monday is gonna go 100% (he is gonna get COPR) cause they contacted him to finalize PR the day he got DM to verify address and dependants in canada for the application. Saturday sunday they are closed
