Your AOR and bio is so recent. You should wait for PAL and then make sure your timeline says 12 months left then go for upfront. I waited for PAL and then waited for another 1 month so my timeline says 12 months remaining then I went for upfront medical.

Thanks for your input. Yes, most of cases are that upfront medical is later than PAL. But it is also impacted by covid-19.

The above three cases you mentioned ,one is Aug 27 ADR -There may be some major doc incomplete or missing the reason why he received PAL late.
The other 2 just started their PR journey as they are OCT AOR and Sep AOR so if you also or be it any applicant goes and does upfront medical this soon their medical pass would also be before PAL,correct?
 
Can we submit PAPER based PR application, without IELTS?
If we submit without IELTS ,
They will accept[ issue the File NO ] OR
They REJECT[Return] the application

If you are NOC O ,A ,B no requirement of submitting IELTS though I have noticed in Immitracker they can ask for English Test later on case by case basis but no requirement of attaching it with the application if you are O,A,B
