Coz i am October 2019 AR candidate and still haven't got PAL

Yes , i received email about message in my gckey account. When i logged in to account i have seen PAL.
According to gckey i passed eligibility on 27th july,2020

I had same question before. My answer comes to that paper process sets target 18months and assigns the resource according to that processing timeline. That's it. EE sets 6 months and has more resources.

You're not the only one. There are many who have not received PAL yet. My AOR is march 11 and no update since then.
