Yup i have exactly same timeline like you. My ecas was showing DM but than again changed to in process. I am inland with outland dependents. My eligibility, criminality, medical and security is passed. No hope for COPR untill and unless borders open.

This is good news, I already filled my express entry profile because I have one-year work experience now, my score is 450. I applied for express entry BCPNP and they gave me an invitation to apply within 24hrs, I would have paid but they said in the email that they have increased the fee from 700 to 1150 https://www.welcomebc.ca/Immigrate-to-B-C/B-C-Provincial-Nominee-Program/News#:~:text=Effective August 6, 2020, the,is $500 (from $200)

I also checked Federal and they increased the fee from 550 t0 825 https://www.immigration.ca/new-canada-immigration-application-fee-increases-come-into-force#:~:text=Canada Economic Class Application Fee Increases&text=Spouses and common-law partner,percent from $490 to $500, that's a whopping $725, I decided I would wait in the pool for the next Canada Experience class, now I got DM in the paper base, this is good news and I am so happy.

I just received my COPR about a couple of hours ago. I guess the Officer was working from home. LOL. The message arrived at 10:46 PM (Winnipeg Time).

MPNP Manitoba - Inland - Paper Based Processed at CIO in Sydney, NS.

My COPR was posted directly on my GCKey account. No calls and no email before. I just received the automated email notification from CIC about an update/message on my GCKey account.

Got the COPR few hours ago :)
I was checking this morning, nothing changed.
But when I logged in again, it had been changed to decision made. I think some of officer work from home.
