Anyone have any idea how an outland applicant can call CIC. I have tried but there is no option to connect to an agent. Is there any other way to call? or is it wise to call local visa office ?

I did through webform but the IRCC have no idea about my file since it is in NDVO. The local visa office is not responding on these kind of enqueries. If there's any way to call the agent and speak then it will work out.

I tried with this number many times but there is no option to reach to an agent. Have you tried with this number?
 
I have just called them and in my case everything is passed since last week and now I have to wait for the final decision.

Your application cannot be denied on the grounds of your spouse having HIV because that will be discrimination. But if he has developed TB as a result of the HIV then he will need to stay out of Canada until he has been cleared of the TB by the physician. Health condition such as HIV isn’t enough ground of inadmissibility. It is just the complications that come from it. You application will like be DELAYED until he is no longer a risk to public health and safety (TB). While at it start looking towards getting an immigration lawyer. To act as representative.
