so here is my idea for jun jul aug applicants
IRCC HAS A SERVICE STANDARD OF 11 MONTHS FOR PAPER BASED APPLICANTS
And majority of nov 2019 applicants those who got dm are well under those standards. So i think they process some amount of applications in their service standard times to have some good record. In last data release they said that 5% Applications were processed according to the service standards ....

And once any application crosses that standard than obviously current processing times are applied .....
