I'm actually quite freaking out right now, my deadline for a study permit in my DLI is on November 15, 2021, yet no update since Sept 22. Is this normal or what?

Study Permit is different from DLU offer letter , you can still get the permit if offer letter expires, once your study permit application is under review , the university will issue new offer letter by deferring your program . So no worries.
