I need to ask the question that is it possible to apply for candian visit visa from any Schengen country if u have italian residence permit.
Will it increase chance of acceptance or decrease it???

Technically, you are allowed to apply for a visa from anywhere in the world. It is recommended to do so from a country where you have legal permanent or long-term status to show your ties to that country.

If you ask me, your plan will decrease your chances.

Even if you apply from Italy, your chances are also not good--it is harder for people living outside their home country to get approved for a TRV.

It really depends are your circumstances. Are you a refugee that has been granted a residence permit from Italy?

Do you have permission to stay in Italy forever or do you have to renew? What is your citizenship? I assume you were a refugee.

You will struggle to get a a visitor visa with only $5000 and I’m guessing resident status in Italy the you have to renew every 3-5 years.
