Isn't the strike over ? PLEASE ADVICE

How much time is CIC taking to process work permit applications made outside Canada i.e. from India? Last time when I applied the decision was made in 7 days but this time its been 20 business days and I have not rcvd anything. The day I applied it said 16 business days on the CIC site in front of my regional office but now it says 3 months. Is it taking long because of the strike ???
