Yes, most employers and colleges have group insurance where you pay a little per month and get supplementary coverage for medication and dental. If you are not working or studying, you can also go to an insurance broker and buy such a plan for yourself.
If you are looking for a plan to cover prescriptions, there are a number of companies that offer 'Health Plans,' which cover the cost of prescription drugs (or a portion of it.) In order to apply for these plans you have to have your provincial medical coverage.
If you are looking to be covered while you are waiting for the provincial coverage, you would need to look for Visitors to Canada insurance. These plans also include prescriptions, although they all vary in what is covered.
