Is there a way to increase the CSR score for someone who is in the 440 to 450 bracket

If you haven't maxed out your language score - then that's the best way to increase your score.

Increasing language score is the easiest for you unless you receive better educational qualifications or gain work experience. Both will take a much longer time.
Increasing your IELTS score is the easiest. Everything else is much harder and will take much longer.
I'll chime in and agree - max out your IELTS first. Other options that come to mind:
1. Do a Master's/PhD
2. Learn French
3. Get a job offer (to be fair, this may be perfectly reasonable for some people, not necessarily for others).
4. Get your younger sibling (with more points) to apply to Canada, become a PR, and move here. Then you get 15 points.
5. Marry someone who has more points/will add more points to your application.
