hi all, i browsed through all the individual sites of Canadian Provinces and all PNP-Skilled Program seems to be employer-driven (i.e. you need to have a job-offer to get nominated).

does anyone know if there's a province whose skilled worker PNP is not employer-driven (e.g. selection is based on your skills or in-demand jobs in that province)?

I, along with a few thousand, have applied and got PR through Alberta's AINP - H1B stream that does not require a job offer in Canada.

yes Alberta has that good program for H1B visa holders.

i believe Quebec also accepts skilled worker even without job offer, however with their points system one must have good level of French.

in my case, i'm an electronics engineer, but without job offer i need at least an intermediate level of French oral comprehension.

right now, i'm planning to take free French lessons online and those classes offered in Alliance Francaise here in the Philippines.
