Is the background verification done in Canada or in the VISA office?

I was wondering if the background verification done in Canada or in the VISA office? Because of timing point of view I want to know at which time of the day I should expect an update.
I think my visa office is in Vienna

I think in the first few days just after submission, there are updates done in Canada, and then later on the updates will come from the processing VO.
