Not sure what you mean by more important. Going to a good school is important but having secured an advisor is also required. IRCC will not be familiar with PhD supervisors across Canada. Who is your PhD supervisor may be important for future employment but so is what school you attend.

It depends. There it's a single answer to this question. We would need to know a lot more background information to answer that question.

Who your supervisor is may be important if you are planning on going into academics or research in a specific field or if that supervisor is an extremely well known name in the field. Again, really hard to say with no information. Generally I would say the school is more important. But there are definitely a number of circumstances where the supervisor may be more important.

Depends entirely on your research interest. If the department has potential supervisors with overlapping research interests with you. Then the chances of getting selected are higher. Do communicate your interest to them via email.
