is the 20,000 cap for FSW w/o AOE per country? or global?

I can just imagine... i even think within my country there are more than 1,000 applicants for PR Canada per year for nurses...

It is for those without employment offers only for each NOC (1000) and totaly (20000). Not by country.

20,000 Cap is for FSW applicants globally (Excluding the AEO) and 1000 applications maximum per NOC globally for 12 months period.
