Is sending in passport photos a guarantee?

My spouse is in the final stages (NY visa office recieved passport photos last Friday) and I'm likely going to be offered a job in the city we plan on living in. I'm a bit anxious to accept a job and get ready to move without his COPR being "set in stone" but from what I understand it's very unlikely that we wouldn't get a COPR at this point. Am I correct in assuming this?

Nothing is "set in stone" until you land in Canada. However, receiving a passport request is certainly a strong indication that nothing should go wrong - only extremely odd and unfortunate situations would result in a refusal at this point.
