Is Quota for Federal Skilled Worker Fixed?

Hello,
I want to en-quire that as defined by the canadian immigration that this year they'll process only 5000 applications along with 300 per sub-categories. So when this new NOC list will remain unchanged until ? Further will they accept more applications or only after this 5000 they'll close immigration.

I am Computer Engineer and I am fulfilling all requirements I just need to have IELTS exam. I am standing on 69 points. Are there any chances of getting selected on 69 points.
