Is PROVISIONAL CERTIFICATE equal to COMPLETION CERTIFICATE? Discuss

I think that a Provisional Certificate can be treated as a Convocation Certificate.
If we submit only Provisional Certificate, why should VO cannot treat it is as a completed certificate.
What is the problem with Provisional Certificate? If it is not being accepted.
