Is PCC mandatory with submission of Application

i m living in saudi arabia and my nationality is pakistani.
can i submit my PCC from KSA and Pakistan later.because i dont have PCC right now but my application is ready without PCC.Please update thanks

they will request for the missing PCC once they start processing in local visa office
