i got refusal for three times

Ielts (6.5, 5.5, 6.5, 6.5) 6.5
I have offer letter of University of windsor

as the requirement of this uni is overall 6.5 only they are not concerning each module score.

i got refusal under the language proficiency

You need to rewrite IELTS and achieve a higher score. You should not apply again until you do this.

IRCC has its own requirements for language proficiency. If you are attending a university and taking a bachelor program - you should have no individual scores below 6. If you are taking a master's - no individual scores below 6.5.

Also - your question was previously answered here. Again, you need to re-write IELTS. Looks like you are going for a master's program - if so, there's no way you are going to be approved with a 5.5. You need to score at least 6.5 in each of the four categories.
