Is NOC 1111 caped ??

Hello,
I have found an information that NOC 1111 has reached it's overall cap since 16 dec. Is it ok?
Please see the attached.

If you go to http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp
The "Cap Reached" column of NOC 1111 has a footnote "2" attached to it.

Which reads:
We have received more than 1000 complete applications in this subcategory.

Does this mean it's now useless to send the application? What are the odds of my application reaching there before the quota hits the 1000 mark.

Please advise.

The quota will be reached only when the Visa issued equals 1000

But it's quota for applications, not for visas.

If they have more than 1000 "complete" applications as of mid decemberthere would have t0o be a high rejection rate for anything after that to be accepted.
