What the consultancy told you is a scam. They are just after your money and there is no job in Canada.

I don't know if it's possible for you to get PR through the Manitoba or Alberta programs. You will have to take a look at the program requirements.

You should assume it will not be possible for you to get a work visa from India. You should assume that any job offers you receive are scams.
