Is it possible to receive approval after my program start?

Hello, applied on march 11th for 3 months program, my visitor visa expires on june and my classes end on July, thats why i applied for the visa.
my acceptance letter from Dalhousie shows that program start on April 10th.
it looks like i am not going to receive a decision before that day, so i am wondering if it even possible to receive approval letter after the program starts?

If the program is six months or less, then you don't need a study permit. Just apply to extend your visitor status in Canada.

It says that applying for student visa even if you dont need one has benfits:
1 continue to study in canada (I mentioned that in my explanation letter).
2 work inside outside campus (i dont need that)
