Is it possible to have SOWP denied while study permit is approved?

Hi everyone.

Me and my spouse are applying together for study permit and spouse open work permit. Is it possible that the study permit will be approved while the spouse open work permit is denied?
I worry because I'll have to pay the college fees before I receive a response about our visa, and we only want to go if we both get our visas approved, but if my study permit is approved then the college probably won't give me a refund even if my spouse's visa is denied.
