the graduate program i'm looking into can be taken either in 1 year (full time) or 2yrs (part-time). can i apply for the part-time option and then apply for at least a year's worth of post-graduation work permit after completion? these are all in hope of qualifying for the canadian experience class using work experience.

You need two years of full time study and a year of full time work experience of your professional......lol..

To apply for study permit you need to go for a full time program, part time is not eligible for Study permit

Actually you can apply for a study permit for part time. See: http://www.cic.gc.ca/english/resources/manuals/op/op12-eng.pdf Section 5.10

If you are inside Canada, it is good to apply part-time not from outside.

As I said in your other post, you are not eligible for post grad work permit as the study as to be full time. http://www.cic.gc.ca/english/study/work-postgrad-who.asp
