I am living in Canada, but is it true that the applicants who are outside Canada cann't apply for EE...?

No - it's not true.

If applicants want an additional 600 points they need an LMIA. If they are in skill levels OAB and have enough points from education, language, etc then they can still apply. The EE rules are clear.
