Is it legal to enter Canada on a visitor visa only to fly out to another country?

Maria is a foreign-national non-immigrant worker in the United States. She lives in the US, within driving distance from Canada. She has a valid visitor visa to Canada, which she obtained for the purposes of visiting her relatives in Canada.

Maria intends to travel via flight overseas, and flying to her destination from a nearby Canadian airport is cheaper than flying from any nearby US airport.

Is it illegal or frowned upon for Maria to use her visitor visa to enter Canada by land, only to go to the airport in Canada and fly out overseas, then return to Canada by flight and return to the US from Canada by land?

Maria has a valid passport, and she has a valid work visa to the US.

Maria has a valid passport, and she has a valid work visa to the US.
No shouldn’t be an issue and if questioned why she is visiting Canada she should indicate that she is flying out of Canada because it is less expensive. There are also some cases where there is a direct flight from Canada which is another reason why people living close to the border choose to fly out of Canada.

A valid Canadian visitor visa can be used to transit through Canada. Perfectly legitimate reason to give to CBSA for visiting Canada.
