Is IRCC still issueing AoR and SOWP during Spouse Sponsorship halt ?

Hi everyone,

I am in a common-law relationship with a Canadian citizen. We are contemplating moving to Montréal, QC in January 2026, where we would like to apply for outland Spouse Sponsorship and a SOWP.

As MiFi stopped processing the visa until June 2026, has anyone receive either a confirmation from an official or through their own process that we can still go through with IRCC in order the receive the AoR and the SOWP later on ?
