Is ir usual to go long time without getting any messages from CIC?

I applied for a study permit in may using online application. On the same day I submitted tge application I received a message asking for my biometrics. I submitted my biometrics on May 18th and I haven't got any messages since then (23 days). I believe they should ask for a police certificate since it wasn't in the checklist when I submitted tge application. I also submitted un upfront medical exam.

Is it normal to go 23 days without hearing from cic. I am from Sudan and my application is handled bythe visa office in Cairo.
