Can you please let me know if an interim driver's license (with no photo ) is an acceptable form of ID for the 2 pieces of identification specified in the citizenship application?

I don't think so but hopefully someone else can also confirm.

NO, as there is no photo on it, Photo is required

As far as I understand, it could be used as a secondary piece of ID, toghether with another form of ID that does have a picture.

Among the documents required for an application, they must provide at least two documents to establish their identity. Both pieces of identification must show the applicant’s name and date of birth, and at least one document must have a photograph of the applicant.

Your ID, a piece of identification, is supposed to have your photo on it.

Interim driver's license itself would be sort of temporary paper or card having a short validity period. Not a good idea to submit with your application.
