Is health care aide can apply to permanent residency?

I'm a health care aide here in Canada. I really want to stay here. I just want to know if I can apply for permanent residency or which category is health care aide belongs to?

It's classified as NOC 3413, Skill Level C, which is not considered "skilled" enough for the purpose of the CEC and FSW programs.
