Is COPR enough to apply new sin.

I have finished my landing and waiting for PR card. Can i apply for new sin with my signed COPR or do i need pr card for it. Another question, do i need to apply new health card.

COPR is enough to apply a new SIN Card.
A new health card should be applied too for which COPR is enough.
